IN the Government's drive against anti-social behaviour, parish councils are to be given the powers to hand out fixed penalty fines for dog fouling, litter, graffiti and noise nuisance offences.
Whilst these are undoubted problems that effect the community, is giving vigilante powers to parish councillors the best way of tackling them?
