REDDITCH councillors have shelved a £45,000 plan to build a bar and restaurant at the Palace Theatre.
The decision has been taken because there is no money to pay for the scheme - despite agreeing there is a need for a restaurant there.
Theatre director Mr Ted Willis told a council meeting that many people were put off by the present Palace bar because of overcrowding.
"If we had a restaurant, it would make a real night out for our customers," said Mr Willis.
But Redditch Council amenities committee decided to put the plan on the reserve list and investigate other sources of finance for the work.
Council Leader Mrs Pat Wilson said: "The fact is there's no money for this plan."
And Councillor Tom Wareing told the committee: "There is a drag on resources and it may be some judicious expenditure could be recouped in revenue.
"There is a need for a restaurant there but the council cannot find the money."
