Litter, graffiti and anti-social behaviour are some of the problems that will be tackled by a new Street Scene Team.
The four-strong team is being launched by Malvern Hills District Council, with the aim of making the area's streets cleaner and safer.
Street scene wardens will patrol the district identifying problems such as vandalism or illegal parking.
They will then notify the relevant authorities.
The district council's head of environmental services, Ivor Pumfrey, said: "The team will carry out a range of functions, from dealing with litter and graffiti to picking up existing car park enforcement.
"It will involve identifying problems and reporting back to the relevant people."
The council is also exploring the possibility of issuing fixed penalty notices to people who drop litter.
"It's not only the problems we want to solve but the behaviour that causes them," said Mr Pumfrey.
"We also hope to involve other organisations and take up opportunities for sharing information that might help them."
A new manager will be appointed to lead the team, which will include the council's existing dog warden.
The remaining two street scene wardens will be current council employees, issued with new job descriptions.
Mr Pumfrey said: "We're currently in discussion with two employees and hope to appoint a manager shortly."
The council hopes to have the team up and running by March.
