WHY is the "minimum wage" used as a "maximum wage" by large corporate employers such as supermarkets and breweries who bank profits of millions every year?

Why are so many workers on "minimum wage" taxed on their meagre earnings, which leaves them well below the "minimum wage" in their pay packet which the "minimum wage" was supposed to prevent in the first place?

The "average wage" is alleged to be about £26,000 pa - so why should the lower-paid have to pay tax?
