Malvern Hills Conservators took £19,300 in parking fines from its car parks in 2004/5.
Director Ian Rowat said the figure was a vindication of the Conservators' policy to clamp down on drivers who did not pay for tickets.
A parking warden was employed to patrol the car parks. Ticket dodgers are fined £20, which goes up to £40 if they do not pay within a specified time, and some have been taken to court.
Tickets for visitors cost £2 a day, which Mr Rowat described as "reasonable value for money". There are also annual passes for residents (£2) and visitors (£25). Total parking income for the year was £152,321, ahead of budget by £22,231.
