A FULL breakdown of the £2.8 million from planning applications which Worcestershire County Council has yet to spend has been revealed.
We reported previously in your Worcester News how the cash-strapped council has £2,893,689 in unspent contributions from developers – known as section 106 money.
The council, which plans to make £45 million in cuts over four years, can only spend the money on specific projects rather than day-to-day running costs.
When a plan for a major development is agreed, the council receives extra money from developers to cover the impact on the surrounding services such as roads, footpaths or schools.
Figures obtained by your Worcester News under the Freedom of Information Act revealed there are 98 separate projects across the county where section 106 money has yet to be spent. Some of the money was received almost five years ago.
A spokesman for the county council confirmed it did receive interest on the money.
The largest unspent amount is £377,500, handed over by Berkeley Homes for housing developments on Severn Street and Portland Walk, in Diglis, Worcester.
Specific plans will not be made at the time of section 106 agreements being made as the council needs to assess the impact of a new development before deciding how to spend the money.
For example if traffic calming is needed, they can chose speed bumps, chicanes or crossings.
Among the unspent section 106 money is:
• £114,782 from the new university campus in Castle Street.
• £300,000 from The Malvern Hills Science Park in Geraldine Road, received in April 2005.
• £87,900 yet to be allocated from three projects at the Elgar Retail Park, Blackpole, including the new KFC restaurant.
• £47,360 from developments at Ronkswood Hospital.
• £22,976 from the Whiteacres Medical Centre, in Maple Road, Malvern.
Tom Wells, chairman of the council’s overview and scrutiny committee said he didn’t think it was “ethical” to ask the NHS to pay for the likes of bus stops.
A council spokesman said: “It is normal for the council to give a commitment to spend the contribution within five or 10 years, failing which it must be returned with the accrued interest.
“The money is not at any time available to support the county council’s budget for day-to-day running expenses or for purposes other than those strictly provided for in the relevant section 106 agreement.”
