Ms McClean founded the nursery, which is exclusively for children with special educational needs and disabilities (SEND), including those with palliative care, physical disabilities, autism, and anxiety.
Initially run from her home, she worked to expand the nursery, relocating to ensure more families can access it.
Providing further support, she runs inclusive groups in the evenings and weekends, including a Sunday school, a weekly Rhyme and Rhythm group, a Monday night youth club, and a SEND "stay and play" group.
Sir Michael Morpurgo, author, former Children’s Laureate, and president of the Teaching Awards Trust, said: "The impact of a great teacher can be life-changing.
"We can all remember that one teacher who influenced our lives, whether it was just in that moment or something that we have carried with us.
"That’s why these awards are so important."
Sharon Hague, managing director of school assessment and qualifications at Pearson UK, said: "It is an honour and privilege to be able to recognise and celebrate all of those who work in education.
"The impact that teachers have on students is undeniable, and so too is the hard work and dedication that educators show each day."
Education Secretary, Bridget Phillipson, said: "Our fantastic teachers, lecturers, early years workers, and support staff are the beating heart of our mission to break down barriers to opportunity and improve the life chances of every child."
Helen Davies, editor of Parent Power at the Sunday Times, sponsor of the Award for Excellence in Special Needs Education, said: "This year’s gold winner has shown complete dedication to advocating for students with special needs.
"Becky has ensured children are given equal opportunities to fulfil their life's potential."
