The 999-call system has been bolstered by new measures after a once-in-a-century fault last summer.
These further safeguards have been established to ensure a swift and coordinated response to similar incidents in the future.
Science, innovation and technology secretary Michelle Donelan said: "We are determined to prevent history from repeating itself, with public safety being absolutely paramount."
“This is why, following a thorough review of the incident, we are working with BT to establish enhanced resilience measures, ensuring the UK is always prepared to effectively address major emergencies."
