Currently, New Street in Upton has closed due to flooding, and Upper Hook Road has been closed after two cars became stuck in flood water.
The Environment Agency has warned that flooding of low-lying land and roads adjacent to the river is expected.
A spokesperson said: "River levels are high but steady at the Diglis (Worcester) river gauge as a result of heavy rainfall.
"Consequently, flooding of roads and farmland is possible.
"We expect flooding to affect low-lying land and Roads adjacent to the River from Highley to Tewkesbury.
"Locations affected are Stourport, Holt Fleet, Worcester, Kempsey, Severn Stoke, Upton upon Severn, South Quay, Diglis Parade and the Hylton Road towpath.
"Further rainfall is forecast over the next 48 hours.
"We are closely monitoring the situation. Our incident response staff are checking defences."
The River Severn in Diglis and Kempsey peaked this morning (Monday).
Worcester peaked at 3.48m while Kempsey peaked at 5.28m.
The Environment Agency has warned that people should avoid contact with flood water.
