Worcester has the best access to 'warm hubs', safe spaces for communities to access heat and companionship for free, in the UK, according to Mobility Solutions Direct.
6.5 million Brits may struggle to stay warm this winter, according to the National Debtline.
Of these, 1.5 million disabled adults bear the brunt of fuel poverty.
Manager Lee Cartwright said: "Warm hubs are safe and welcoming spaces for local communities.
"These hubs provide a friendly environment for people to enjoy refreshments, socialise, access information and advice, and connect with others for free."
