This Fiat failed to stop for us before crashing onto a kerb at Frankley Services. We thought it might be stolen so both occupants were detained following a struggle. The driver turned out to be drunk & own it & the passenger had a cut-throat razor on him. Both were attested. 😳 pic.twitter.com/BBXJ21FVQ4
