Few details of the case were disclosed in open court but it is understood the conspiracy also has connections to south Worcestershire and one of the defendants lives in the north of the county.
The six defendants - one of whom appeared over videolink - spoke only to confirm their names, dates of birth and addresses.
No pleas were entered at the short administrative hearing, prosecuted by senior prosecutor Mark Hambling.
It was deemed too serious to be heard at magistrates court and the bench declined jurisdiction for the case.
