Plans to build a new village hall started in 2017 with the parish council increasing the Council Tax precept by 91.4 per cent in order to start the construction work.
After the refurbishment, residents have been left disappointed at the sight of a brand new village hall sitting empty for almost three years.
But residents have since been astonished to learn the heating is still on at the empty hall which has cost about £5,000 to heat.
They are shocked at the hefty electricity bill for a village hall which nobody has been able to use yet.
Tibberton Action Group delivered leaflets to residents which made claims about the £5,000 energy bill and the hall's closure.
They also asked people whether they were happy with the parish council's performance.
Lockdown was blamed for delaying the use of the hall but no reason was given for why it is still not in use.
In the meeting, councillors also addressed when the highly anticipated white gates will be installed around Tibberton.
White gates are used to signal to drivers that they are entering a village in a bid to help slow down traffic.

The gates have been approved and paid for by Worcestershire Council but villagers are still waiting for them to be installed.
