A SCHEME for 10 new affordable homes for rent and shared ownership on the edge of Clifton on Teme has been thrown out by Malvern Hills councillors against planning officers' recommendations.
West Mercia Housing had applied to build semi-detached houses and bungalows on land off Pound Lane, Clifton.
Planning officers and Clifton on Teme Parish Council supported the proposal on a site outside the settlement area where housing would not normally be allowed unless it is entirely for affordable homes.
District council planning officer Simon Jones said Clifton needs affordable housing and the scope for this type of accommodation in the village is extremely limited.
He added that the site was within walking distance of the village centre and access to public transport.
Malvern Hills District Council received 16 letters and emails from villagers concerned about the scheme, which included an environmentally-friendly and efficient heating system, and its impact on the area.
Members of the council's northern area development control committee refused the proposal because of its linear layout which it said would cause visual intrusion in open countryside and would be at odds with the prevailing street scene.
