PEST: Thomas Meenaghan has proved to be a headache, quite literally, for his neighbours.

This includes, but is not limited to playing loud music, shouting and banging; using foul language or being verbally abusive in a public place; shouting obscenities from the bedroom window; contacting directly or indirectly by any means, named individuals; leaving his dogs outside of his address for prolonged periods of time where they are barking continuously

He is also required to ensure his dogs are not able to escape and when in public or in an area where the public have access, the dogs must be properly supervised, on a lead.
