A PLAN to build a bigger garden roof terrace at a former city restaurant looks set to be approved despite concerns from neighbours.

The owners of the former Primo restaurant in Worcester are looking to extend the roof terrace as part of new work.

Neighbours opposing the plan say that allowing the extended roof terrace to be built would lead to more noise and a loss of privacy.

Worcester City Council’s planning committee has been asked to make a decision on the work with a recommendation from officers that it is given the go-ahead.

Several neighbours have complained about the proposal.

Sam Coomber of neighbouring Amber Wharf said the bigger roof terrace would “exacerbate” noise and privacy problems and that changes to the former restaurant’s alcohol licence approved in 2017, meant the planning application from 2014 should be looked at in a new light.

The city council approved work in 2014 which would see a new side extension built at the former restaurant on the corner of Sidbury and City Walls Road in Worcester – the work for which has partly already been carried out.

The developer has now said it wants to extend the building’s roof terrace from around 12 square metres to 111 square metres and believes it does not need permission to do so.

Worcester City Council has disagreed saying that in 2014, when the work was first given approval, the developer had not shown that it had intended to extend the roof terrace and would need new permission to carry out the work.

The work also includes creating a larger garden by getting rid of staff car parking spaces and relocating a toilet block.

A similar plan for the work at the former restaurant was rejected by the city council at the end of last year over fears it would create more disturbances for neighbours.

The resubmitted plan has been marked for approval by the city council’s planning officers who now say that it would not unreasonably add to noise on the busy city centre junction – largely due to a proposed new wall which is hoped will cut down on noise and overlooking.

Worcester City Council’s planning committee meets from 1.30pm in the Guildhall on February 24.
