A DRUNK was discovered slumped against a window with his trousers around his ankles.

Kevin Bayliss was found by police slumped against the window of the district council's One-Stop Shop in Pickersleigh Road, Malvern, a court was told.

Bayliss, aged 43, of Elgar Avenue, Malvern, pleaded guilty to the charge of being drunk and disorderly on Friday, June 1, when he appeared at Worcester Magistrates Court on Wednesday.

This in turn placed him in breach of a criminal anti-social behaviour order, or Crasbo, which stipulates that he must not be drunk in a public place.

Julie Rosamond, prosecuting, said Bayliss had appeared in court several times for breaching his Crasbo, imposed on Thursday, February 8.

She said: "He was seen slumped against the window of the shop. Police officers attempted to speak to him and his trousers were round his ankles.

"Officers took hold of him to stop him falling down. He was unable to stand without help, was slurring his words and was clearly drunk."

Nick Roberts, defending, said: "He has spent a considerable time on the streets, which is unsurprising for an alcoholic.

"This particular order is intended to stop him getting drunk but it doesn't matter what sort of orders you put on alcoholics - unless there's some sort of treatment. he will continue to get drunk.

"These orders don't work with regard to these type of people. We have the likes of Kevin Bayliss costing taxpayers £1,000 a week for being drunk when our prison population is the highest in Europe and prisons are overflowing."

Bayliss was ordered to spend seven days in prison, which will include the period he has already spent in custody.
